A political campaign in Nigeria is easier to manage when its organisational structure mirrors the geography in which votes are actually cast and reported. The practical challenge is not only having supporters; it is knowing where they are, who coordinates them, which Polling Units are covered, and where operational gaps still exist.
Start with the campaign scope
Before building teams, define the level of election you are contesting. A presidential campaign needs a national structure. A governorship campaign is organised around one State. Senatorial, Federal Constituency and Local Government or Chairmanship campaigns operate within progressively smaller boundaries.
The scope determines which geography matters most and which coordinators need access.
Build geography before the organisation chart
For campaign operations, geography is the skeleton of the organisation. Depending on scope, that can include:
- Regions
- States
- Senatorial Districts
- Federal Constituencies
- Local Government Areas
- Wards
- Polling Units
The campaign should know which boundaries are relevant before assigning coordinators or field teams. If geography is incomplete, coverage reporting becomes unreliable because people and agents cannot be attached consistently to the correct structure.

Assign responsibility by level
A useful campaign structure assigns clear responsibility at each relevant level:
- National leadership coordinates the overall campaign.
- Regional or State leadership manages broad political coverage.
- LGA and Ward teams coordinate local mobilisation.
- Polling Unit teams focus on the smallest operational voting areas.
The exact titles differ between campaigns. What matters is that every level has an accountable owner and that one person does not quietly become responsible for an impossible number of units.
Separate supporter records from operational assignments
A supporter is not automatically a field agent, coordinator or Polling Unit Agent. Keep membership and supporter data distinct from operational roles. That lets the organisation answer different questions:
- How many supporters do we have in this Ward?
- Which LGAs have weak mobilisation?
- Which Polling Units have approved agents?
- Which areas still have no responsible coordinator?
When these are mixed into one spreadsheet, duplicate names and unclear responsibilities quickly become a problem.
Measure coverage instead of guessing
A campaign should be able to compare structure against geography. Useful operational measures include members or supporters by Region, State, LGA, Ward or Polling Unit; Polling Units with and without agents; areas with weak membership coverage; voter-readiness indicators; active and silent Polling Units; and result-submission coverage.
Prepare election-day workflows early
Election-day organisation should not begin on election morning. Decide in advance:
- Who is responsible for each Polling Unit.
- How agents are approved and deployed.
- How result submissions reach the campaign.
- Who verifies or disputes reports.
- How incidents and evidence are escalated.
- How silent Polling Units are identified.
Keep communication structured
WhatsApp remains useful for fast communication, but it should not be the only system of record. Important announcements, operational status and structured data should live somewhere that can be searched, audited and reported.
Protect campaign and supporter data
Political campaign data can be sensitive. Use role-based access, strong passwords, secure hosting, HTTPS, backups and least-privilege permissions. Do not circulate exports containing supporter details casually.
The practical goal
A well-organised campaign should be able to look at its map and answer: Who is responsible here? How many supporters do we have? Is the Polling Unit covered? What is missing?
That is the difference between having a political organisation on paper and having an operational structure that can be measured and coordinated.
