Polling Unit Agents are a critical part of election-day operations because they connect what is happening at individual Polling Units with the campaign's wider monitoring structure.

The challenge is not simply finding volunteers. A campaign needs to know who is assigned, whether the person is approved, where they are deployed, and whether the Polling Unit is reporting as expected.

Start before election day

Agent management should begin well before voting starts. A practical workflow usually covers:

  1. Identifying potential agents.
  2. Collecting the information required by the campaign.
  3. Reviewing suitability and identity information.
  4. Approving or rejecting requests.
  5. Assigning each approved person to the correct Polling Unit.
  6. Confirming deployment and communication arrangements.

If these decisions are postponed until election morning, campaign leadership has little time to correct missing coverage.

Use clear entry paths

Agents should not have to guess whom to contact when something goes wrong. Before election day, define escalation routes for missing materials, safety incidents, disputed reporting, evidence submission, communication failure and agent replacement or reassignment.

A structured escalation process helps prevent every problem from being sent directly to national leadership.
